Mr. Francis Obeng assumes duty as Finance Officer of UEW

The Governing Council of the University of Education, Winneba on 4th July 2019 appointed Mr. Francis Obeng as the Finance Officer. Mr. Obeng officially assumed duty on 17th July, 2019, subsequently took permission, and fully assumed duty on Monday 2nd September, 2019.

He was conducted round some offices of the University by the Registrar, Surv. Paul Osei-Barima, Esq. He also took part in a training workshop on the Enterprise Resource Planning (ERP) System currently ongoing at the University.

Mr. Obeng is a Chartered Accountant and a member of the Institute of Chartered Accountants, Ghana. He has nineteen (19) years of rich work experience with both the private and public sector organisations in and outside Ghana.

Mr. Obeng has extensive experience in Finance, Accounting, Auditing, Administration, Properties and Facilities Management and Management Consulting. His management consulting experiences are in the areas of properties & facilities management, project appraisal and risk management, hostels Management, organizational re-engineering, business recovery/planning, strategic planning, tax planning and procurement of goods, services and works.

His other professional competencies are in real estate finance and research, public sector management, public finance and accounting, donor funded projects, banking/finance, cost accounting, hospitality services and Public Sector Accounting Standards (IPSAS).

Mr. Francis Obeng started his accounting practice in 2000 with private sector organisations. He spent twelve continuous years working for four private companies which were Silent Star Company Limited; The Trust Lodge; Ghana Hostels Limited and Broll Ghana Limited.  With his five (5) years of professional practice at Ghana Hostels Limited for instance, Mr. Obeng who was the Accounts Manager was able to set up the Accounting and Administrative systems of the Company and produced timely reports and results which have helped the Company up to today.

He was also the Head of Finance and Administration for Broll Ghana Limited and by dint of hard work and professionalism; he greatly helped Broll to increase its property base under management from eight (8) in 2008 to twenty-nine (29) by October 2012. As part of his contribution to Broll Ghana Limited, Francis wrote and won Five (5) proposals for the execution of properties and facilities management assignments for the company. He has also managed and impacted on a number of people who through his inspiration are also managing important organizations in the country.

He possesses excellent relationship with most Ghanaian financial institutions such as Carl Assets Management Unit, National Trust Holding Company (NTHC), Sem Capital Limited, Data Bank Limited, Ghana Stock Exchange (GSE) and most Banks. This relationship gives him the flexibility to raise finance from Banks towards projects.

Mr. Obeng joined Takoradi Technical University in October, 2012 when he was appointed the Finance Officer. This was his first opportunity to work in a public sector institution of higher learning. Francis was very impressive in managing the finances of the University, He totally transformed the rather poor financial situation of the institution into a financially self-sufficient institution of higher learning. This remarkable leadership milestone, won him an award in Excellence in Business Leadership, with all rights and privileges bestowed on him in the City of Houston, Texas in June of the year two thousand and fourteen, by World Confederation of Businesses.

Mr. Francis Obeng joined the University of Cape Coast in 2015 as the Deputy Director of Finance and has since his appointment been actively involved in the management of the University’s finances. He has written a number of position papers that have impacted on decision making, policy development and improved work flow and management control.

Mr. Francis Obeng holds a Bachelor of Commerce Degree from the University of Cape Coast, Ghana, Master of Business Administration Degree in Finance from Wisconsin International University College, Ghana. He also holds Post Chartered Diploma in Forensic Audit from the Institute of Chartered Accountants, Ghana. He equally holds Diploma in Management of Higher Education Institutions from Galilee Institute, Israel and Certificate in Project Appraisal and Risk Management (PARM) from Duke University, USA.

Mr. Obeng has attended several international and local workshops, conferences and seminars on higher education, advancement, accounting, financial management, information communication technology, project management, procurement, auditing, fund raising, strategic planning and has as well served on many committees and Boards of organizations.

He enjoys teaching and he is a part-time lecturer in Accounting, Corporate Finance, Operations Management, Total Quality Management, Accounting Information System, International Finance, Investment and Portfolio Analysis with KNUST Institute of Distance Learning.

Mr. Obeng is married to Mrs. Yvonne Obeng and has four children, two boys and two girls. He enjoys farming, sightseeing, writing, playing Golf and Tennis. He is a member of the Takoradi Sport Club and Cape Coast Coconut Groove Gulf Club.
