Abstract
In policy implementation studies, there are some actors who are the determinants of the success or failure of public policies. These actors are saints, others wizards and the rest are demons. The dominant actor who owns the policy implementation results and hence determines whether the policy would succeed or fail. A tonic environment increases the saints and the wizards, and makes room for a better the rate of success. The demons operating in a toxic environment circumvents the policy implementation into the abyss of failure.
