The University of Education, Winneba (UEW) has outlined an ambitious financial agenda for 2025, focusing on operational efficiency, revenue mobilisation, and infrastructure development.

This was revealed at the annual Finance Retreat, where staff from the university’s various finance divisions presented their achievements, challenges, and strategic objectives.

Presenting on behalf of the Division of Management Accounting, Mr. Adolf Okine Addae, a budget officer, highlighted the division’s success in implementing the 2024 budget and ensuring timely submission of financial reports to the Ghana Tertiary Education Commission (GTEC) and the Ministry of Finance. He indicated that despite facing challenges such as unstable internet connectivity and inadequate office equipment, the division successfully processed claims and maintained financial discipline. “For 2025, the division aims to enhance budget credibility, enforce financial regulations, and improve customer service,” he averred.

Mr. Hayford Kwame Appiah, representing the Division of Financial Reporting and Compliance, underscored the division’s commitment to ensuring effective financial management across schools and faculties. He highlighted key achievements, including the decentralisation of student financial services, which significantly reduced congestion and improved fee collection rates. “The division also set goals for timely budget preparation, accurate reporting, and enhanced financial oversight to strengthen accountability in 2025,” he said.

Ms. Linda Tera Deh, Head of the GUSSS and Pensions Management Division, outlined strides in infrastructure development, including commissioning a 2,000-capacity hall for the 2024/2025 academic year. She revealed that membership in the financial support scheme increased, and pension payments were processed efficiently. “The division plans to improve facility utilisation, increase revenue from commercial services, and launch new initiatives such as restaurant services at guest centres and halls. Efforts will also be made to enhance financial sustainability through improved revenue collection and cost-cutting measures,” she stated.

Mr. Albert Osei-Mensah, Deputy Finance Officer in charge of Treasury and Funds Management, detailed efforts to maintain liquidity, manage student financial services, and reconcile bank transactions. “The university achieved a remarkable 95% fee collection rate in 2024, despite delays in government subvention. The division aims to boost revenue mobilisation in 2025, with a target of achieving a 99% fee collection rate and enhancing financial reporting accuracy,” he stressed.

Mr. Francis Amorni, Finance Officer at the College for Distance Education and e-Learning (CODeL), provided insights into the financial performance of the college. “CODeL collected over GH₵61.4 million in 2024, though there was a shortfall of 21.5% in projected revenue. In response to regulatory challenges from GTEC, the college plans to expand online learning and introduce 10 postgraduate programmes to boost enrolment and revenue. Infrastructure investments, particularly in Koforidua, Kumasi, and Cape Coast study centres, will also be prioritised,” he affirmed.
