Situational Appraisal of the Health and Sanitation in the University of Education, Winneba

Abstract
It is increasingly evident that Universities all over the world want to maintain clean environment and sanitary facilities. Cleanliness and neat environment are indispensable requirements not only to ensure good health but contribute and create an environment in which the University’s stakeholders work, study and play. Despite the increasing awareness of cleaned environment and by extension decent health, sanitation in the UEW has been assumed by the Conservancy, Sanitary and Cleaning staff as a one-time event of morning duty. The objective of this paper was to appraise the health and sanitation situations in the University. The paper evolved from the observations of the cleaners in Ghartey Hall for a period of ten (10) months, and reports of physical inspections of washrooms by the Health and Sanitation Ad hoc Committee. Triangulatory concurrent mixed method was used in gathering data. Random and purposive sampling techniques were employed. Available secondary sources of work inspection cards, reports from In-service training workshop, talks with experts, and attendance documents point to the urgent need to step up supervision of all categories of cleaners in the University. The paper concluded that clear job expectations, precise assignments of daily cleaning, measurable, observable and realistic standards are necessary for the provision of well-maintained and cleaned campuses with decent sanitary facilities. In achieving this feat, the paper recommended that the role of the Works, Physical Development and Maintenance Directorate should have operational maintenance checklist for artisans and this should be complemented with effective cleaning strategy of the University of Education, Winneba.

Profile of Mr. Epiphany Kwesi Agbeshie

Mr. Epiphany Kwesi Agbeshie joined the University of Education, Winneba in November, 2006 from the Ghana Education Service (Headquarters), Accra, where he worked as Assistant Recruitment Officer. He earlier worked as Graduate Teacher of Geography and Social Studies in the Taviefe Community and OLA Girls’ Secondary Schools in the Volta Region (October, 1992-August, 1999).

Mr. Agbeshie holds a Master’s Degree in Adult Education, from the University of Ghana, Legon. December, 2001; Computer Literacy Course, Ho Polytechnic. March, 1995; B.A. (Hons.) Geography & Resource Development, University of Ghana, June, 1991. Epiphany belongs to the following Professional Bodies:

He presented at a number of conferences including the Social Science Conferences in the University of Education, Winneba; 8th International Microfinance Conference, University of Cape Coast, February 12, 2015; International Conference on Poverty, Social Exclusion and Development, University of Cape Coast, 10th October, 2012; 63rd Annual New Year School and Conference, Legon. Institute of Continuing and Distance Education, University of Ghana. Epiphany also has over thirty (30) reports and & memoranda and has actively engaged in special assignments of drafting Congregation Speeches for Vice- Chancellors, Council Chairmen, Chancellor of the University and Presidents of the Republic of Ghana during some UEW functions. He participated and won the 2nd Prize of ACTIONAID Africa Essay Writing Competition. Topic: Africa has the strength and Resources for all its People to lift themselves out of Poverty into the life of Prosperity and Dignity. October, 2000.

Institutional and Community Service

He served as a Member / Secretary on a number of Committees in the University. He was the Vice-President, Ghana Association of University of Administrators (GAUA) 2016 – 2020; Ad hoc Procurement Tender Opening and Evaluation Committees; and a High Court Juror, Judicial Service of Ghana, Accra High Courts 4 & 6. February 2003 - August 2004.

Understanding the Tier-2 Pension Scheme for Ghanaian University Employees

Abstract
Pension in Ghana has gone through various reforms and brought about different types of schemes to support employees at the time of retirement. This paper, ‘Understanding the tier-2 pension scheme for Ghanaian University employees’, highlights the contributory 3-tier pension scheme in Ghana. The aim is to help the University community to understand the 3-Tier pension system; expose the existence and purpose of the Tier-2; and explain the operations of the Tier-2 for University employees. Based on the provisions of the National Pensions Act 2008, and through personal experience the paper was compiled. From the few interactions, it was found out that employees on tier-2 do not understand the scheme, how it works or operates and what the individual statements mean. Members are encouraged to take keen interest in understanding issues on pension.
