Guidelines and Conditions for Approval: Study Leave with Pay

The committee is guided by the following:

  1. Preferred Number of Years Applicant has Worked

Even though the Unified Condition of Service for Junior and Senior Staff of the Public Universities of Ghana clause 3.2 states that staff could benefit from study leave with pay after three (3) years of working experience, sponsorship in the University of Education, Winneba may be given to only junior or senior staff who have worked for a preferred number of years and this would be determined at the meeting of the Staff Development Committee and may vary from year to year depending on the following:

  1. Number of qualified staff the University is prepared financially to sponsor (for all programmes) within the academic year under consideration;
  2. Number of qualified applicants who have applied for consideration in the academic year under consideration ; and
  3. Number of years the qualified applicants in question has worked in the University.

Departmental Convenience

The granting of study leave with pay is subject to departmental convenience. The Committee may consider the number of staff from a particular Department/Section or Unit already on study leave with pay and the number and length of absence for the study. This will ensure that an adequate level of service is maintained. Study leave with pay may not be granted if output and service levels at the qualified applicant’s department are likely to be significantly negatively affected.

Relevance of Programme to be Pursued

In determining the suitability of a programme of study for approval, the Committee may consider:

  1. relevance and value of the programme to the  applicant’s department or the University;
  2. contribution the programme is likely to make in enhancing the performance of the staff;
  3. benefits of the programme to the  employee in relation to costs-effectiveness and impact on the department or University services as a whole; and
  4. critical needs and relevance  of the programme in the University.

Fee-Paying Programmes

The University may not sponsor staff to pursue fee-paying programmes.


Preference will be given to staff who have not benefited from study leave with pay before.
